For the last several years, the concept of partnership has been an important strategy for the development of the HEART Trust/NTA. The Division actively develops and manages a variety of Partnerships that impact the agency and facilitates the development of partnerships between operating units and partner organisations. We operate a Partnership Monitoring System that captures information about the growth and diversification of partnerships throughout the organisation. We develop and review a variety of agreements and memoranda of understanding. We publish a set of Partnership Guidelines to assist operating units in their own partnership development activities.

Government of India/Government of Jamaica ICT Project:
On September 3rd 2008 a Memorandum of Understanding was signed between the Government of India (GOI) and the Government of Jamaica (GOJ) in which GOI has undertaken to provide software, computers and related equipment, as well as three (3) instructors to train Jamaican nationals in various IT related skills. The HEART Trust/NTA is the Executing Agency for the project and will operate as project coordinator for the period (two years) with the Director of Projects and Partnerships ~ Mrs. Elizabeth Terry giving direct oversight.
EXED community college, the largest of the eight community colleges in the island, has agreed to partner with HEART Trust/NTA to facilitate the implementation of the project at their Mountain View campus. They will utilize their computer laboratories to facilitate the training sessions and provide day-to-day programme management. EXED previously partnered with HEART to offer the CIT programme under the INTEC project 2000-2003 and is well positioned to meet the needs of both the basic and advanced target groups. NIIT, a globally recognized India based IT training enterprise, is the implementing agency on behalf of the GOI.
Given the need for capacity building in this area and the commitments that have already been made by the GOI and GOJ, we look forward to collaborating with all our partners to ensure the successful implementation of this project.

Banana Sector Retraining Project
A proposal to provide greater access to alternative training and certification opportunities for banana farmers and port workers to enable their transitioning into new, diverse and sustainable income generating activities was developed and submitted to the European Union in June 2008 and approved in September. The total project budget is €373,683 of which the EU is anticipated to contribute €300,000 and HEART Trust the balance (in cash and kind). The project will commence in Q3 2008/9 and will continue until December 2009. The project includes a Training Needs Assessment for the sector, Career Counselling Workshops for 300 persons and the piloting of both skills and remedial programmes in the 6 targeted parishes for approximately 320 persons: St. James, Clarendon, St. Catherine, St. Mary, Portland and St. Thomas. One residential programme is proposed for Ebony Park. (Please see bottom of page for further updates)

Funding of $5,091,749 was approved by UNICEF in June 2008 for the implementation of a Curriculum Development and Programme Articulation project for the Early Childhood sector. Key partners include: NCTVET, MOE, Joint Board of Teacher Education and CHASE. The 2 year project commenced in July, 2008.

Promoting National Development Through ICTs
ICT4D stands for Information and Communications Technology for Development. ICT4D Jamaica is an open, Jamaican-based network organisations established to define, promote and facilitate the use of information and communication technologies in the development process. HEART Trust/NTA is the host of this project, which is also supported by the International Institute for Communication and Development (Netherlands). Project activities have promoted ICTs in hospitality and tourism, entertainment and music and education.

The CHASE Fund (Culture, Health, Arts, Sport and Education) supports the Level 2 training programme in Early Childhood Care, Education and Development providing funding to keep the cost of the programme at about $2,000 per participant.

Divisional Partnerships

JASPEV—Jamaica Social Policy Evaluation Project is the outcome of a collaborative initiative between the Government of Jamaica and DFID: UK Department for International Development. The Human Resources Council of the Cabinet Office has overall responsibility for the oversight of JASPEV.
JASPEV seeks to assist the general Jamaican populace via communities to participate in the process through which policies which affect their daily lives are determined.
JASPEV is comprised of three entities; various Communities throughout the island, the Troika, which is comprised of three political representatives, and a Multi Functional Team, comprised of individuals from NGO’s, public and private sectors, who use their respective skills to interact with both the Communities and the Troika in an effort to facilitate the process. HEART is a participant in the Multi Functional Team.
Youth Inclusion is the current theme being addressed through the use of the prototype.

The World Bank |
In 2003 the HEART Trust/NTA partnered with the World Bank to conduct a major study, Developing the Lifelong Learning System in Jamaica (Part 1, Part 2, Part 3). Cooperation continues through 2008 with lifelong learning and skills enhancement in the wider region.

The Division has developed projects with the Jamaica Hotel and Tourist Association (JHTA) and jobsNmore.com to train chefs and to operate a training programme in Portland. The Agency has an important MOU with the JHTA focusing especially on certification.

University of Technology |
The Division has supported the Memorandum of Understanding with UTECH since its beginnings in 1999.

The Division supports integration of data systems with government’s main statistical services provider, STATIN.

Each year the Division makes a contribution to the Economic and Social Survey of Jamaica published by the Planning Institute of Jamaica (PIOJ). We also collaborate on social and manpower policy development. Recent co-operation involving the Division includes the National Task Forces on Training & Workforce Development, Labour Market & Competitiveness and Information & Communications Technologies, and the National Welfare to Work Task Force. |

Concluded Partnerships

UNICEF assisted HEART Trust/NTA, NCTVET and the Ministry of Education in a project aimed at setting up a certification system for Early Childhood Care, Education and Development workers that resulted in over 4,000 care-givers being certified at Level 1. This led to the follow-on assistance from the CHASE Fund for support to Level 2 programmes.

The GTZ (Germany) assisted the Trust from 1994-2004 in implementing the project Strengthening the TVET System in Jamaica which made a huge contribution to Jamaica’s TVET system and led to the implementation of the new business model in 2003.

UNDP has assisted the setting up of the Cisco Academies programmes within HEART Trust/NTA. |

CPEC, funded by CIDA of Canada, is the Caribbean Regional Human Resource Development Program for Economic Competitiveness operating in Jamaica, Guyana and the OECS countries. In Jamaica it has assisted with the food-processing programme at Ebony Park, especially in the development of the Food Processing Lab there. |
EU Banana Workers Project
The HEART Trust-National Training Agency has been approved under the EU Grants to Improve Access to Vocational Education, Skills Training and Remedial Learning in the Traditional Banana Growing Communities in Jamaica—the parishes of St. Thomas, Portland, St. Mary, St. Catherine, Clarendon and St. James. The 15-month project pilot objective is to provide greater access to alternative training and certification opportunities for ex-banana/plantain farmers, who exited the industry within this last decade, farm and port workers who were displaced and other persons in the communities who have been affected by the decline in the banana industry, to enable their transitioning into new, diverse and sustainable income generating activities. This will improve the income and standard of living of project participants.
The specific objective of the project is to learn a sufficient amount from the project experience to inform a more comprehensive remedial and technical and vocational skills training programme design, through conducting research and pilot projects, for an intended Phase 2 of the project.
Activities since it's October 2008 start:

- Successfully completed 6 Career Counselling Workshops (CCWs) in the six parishes with a total of 729 participants. See January 2009 Press Release here for more information.
- Received 800 applications forms for Pre-Vocational, NVQ-J Training, and for ICT Enabled Remedial Programme. Currently, diagnostic surveys have been scheduled for the 800 applicants through the Regional Programme Services Department, the last of which was on Wednesday, March 11, 2009 in St. Mary.
