Third Quarter 2008-09

The Division lead the development of the new Strategic Plan 2009--2014 as well as the development of the Operational Plan 2009/10 and the drafts of each are available below.

The Draft Strategic Plan is subject to further Executive review and modification, and must be approved by the HEART Trust Board of Directors.  It is available in three parts:

Draft Strategic Plan 2009-2014 including Log Frame. This is the main document.

Annex A: Means of Verification Data for Indicators and Baseline Data for Log Frame. This document is for Corporate and Divisional planning showing how Means of Verification and Baselines were developed.

 

Annex B: HEART Trust/NTA Training Portfolio and Sector Offerings. This document is aimed at Training Providers and standards and qualifcations development and indicates how programmes offered may improve relevance.

The Draft Operational Plan should be used in developing Divisional and Departmental plans for 2009-10.  The Operational Plan will be finalized by end of January 2009.For fiscal 2008-09, 22 new projects were approved at Projects Committee and by the Board in 11 parishes to serve a total of 3,985 individuals with a total value of $79.9m covering 22 skill areas.  Commitments for the current FY totalled $41.8m.  Of the 21 projects, 12 were developed by the Division and ten were developed by CBT and funnelled through the Division.  Two projects submitted still awaited approval at year's end.

Draft Operational Plan 2009-10

Project Development

For fiscal 2008-09, 22 new projects were approved at Projects Committee and by the Board in 11 parishes to serve a total of 3,985 individuals with a total value of $79.9m covering 22 skill areas.  Commitments for the current FY totalled $41.8m.  Of the 21 projects, 12 were developed by the Division and ten were developed by CBT and funnelled through the Division.  Two projects, one with JDF and one with JFLL, were developed and submitted, but not yet fully approved.

Special Incentive Programme (SIP):  Eight SIP projects were approved during the year; the total amount allocated to new SIP projects year-to-date is at $9,145,134.50, adding the portion of the AAAJ/Edna Manley project which is approved for SIP support.

The Division trained 18 individuals in March 2008 as Log Frame facilitators using the services of a foreign consultant associated with international donors.

 

 A proposal to provide greater access to alternative training and certification opportunities for banana farmers and port workers to enable their transitioning into new, diverse and sustainable income generating activities was developed and submitted to the EU in June 2008 and approved in September. The total project budget is €373,683 of which the EU is anticipated to contribute €300,000 and HEART Trust the balance (in cash and kind). The project will commence in Q3 2008/9 and will continue until December 2009. The project includes a Training Needs Assessment for the sector, Career Counselling Workshops for 300 persons and the piloting of both skills and remedial programmes in the 6 targeted parishes for approximately 320 persons: St. James, Clarendon, St. Catherine, St. Mary, Portland and St. Thomas. One residential programme is proposed for Ebony Park.

 

Funding of $5,091,749 approved by UNICEF in June 2008 for the implementation of a Curriculum Development and Programme Articulation project for the Early Childhood sector. Key partners include: NCTVET, MOE, Joint Board of Teacher Education and CHASE. The 2 year project is scheduled to commence in July.

 

The Steps to Work project in cooperation with the Ministry of Labour & Social Security began pilot implementation in six parishes.  The project is aimed at households receiving different kinds of welfare payments from the Ministry to reduce their dependency through training and employment facilitation.

 

Staff changes: Two new staff came on-board in the Research and Evaluation unit: Kacia Hanson is R&E Specialist and Camille Thompson is R&E Officer.  Verlia Hitchman was promoted to Manager, MIS. Carla Campbell was promoted to Projects & Partnerships Specialist in January 2009.

For 2007-08 the Division submitted nine projects for approval, four of which have been approved so far totalling $11.9m in funding commitments. An additional $16m for four additional projects for 425 participants awaits final approval. See Tables 1 and 2 below for details.

 

In November 2007 we received J$9,686,000 from the CHASE Fund for training of Early Childhood practitioners for 2006-07.  So far, the Division has facilitated the reimbursement of J$34,642,000 from the CHASE Fund since December 2004.

 

Planning is underway for training in Log Frame Facilitation and for training of trainers in Tour Guiding.

 

The Online Planning Tool is now being implemented with Log Frame monthly reporting at the corporate level being piloted.

 

An LMS verification exercise is being conducted by the MIS section of the Division who will work with training providers to improve LMS reporting.

ICT4D Jamaica – Participated in EduVision – UNESCO’s ICTs in Education Toolkit workshop.  Launched the e-Novation programme in November.  Conducted Website Fundamentals workshop. Received Final report on pilot ICT enabled Literacy programme conducted by HeadSpace at Rockfort.

 

Work continues on the National Task Forces on Training & Workforce Development, Labour Market & Competitiveness and Information & Communications Technologies.

New! Executive Director Donald Foster and the Division’s Senior Director Tom McArdle attended the ILO-Cinterfor Technical Meeting held in Salvador, Bahia (Brazil), 20-21 September, 2007 under the Theme: The Role of Vocational Training in Productivity, Employment and Development in Latin America and the Caribbean.   Tom McArdle presented a paper: Skill Development, Productivity Improvement and the Impact of HEART Trust-NTA in Jamaica  which can be found at the ILO-Cinterfor website here.  The presentation is also posted on the site and can also be found through the link here

Log Frame reporting has been slightly modified and returned to the original requirement to simply report Year-to-Date, eliminating the column for current month.  See The Log Frame Planning Process, page 47 for the correct template.  The Reporting Templates have also been updated and these are here.
